Seller failed to send item until cases were filed with eBay and the FBI / IFCC and I advised him that commo about the matter had been transferred to his local District Attorney.

Shown below is a text copy of the final email letter the Seller's local District Attorney's office sent to me.  He was assigned to the case by the FBI / IFCC Task Force.  'Nuff said:

(NOTICE: This D.A. Office is NOT the office to contact about internet fraud.  This office is assigned cases by the FBI / IFCC and ONLY for cases in Berks County Pennsylvania.  The FBI / IFCC is the correct agency to contact for internet fraud, who usually forwards it to a local District Attorney.

So glad to hear you received the item...I was on the phone yesterday,
finally was able to speak with him, with our friend and read him the riot
act as to this matter better be resolved or I will visit him with an
arrest warrant...He said he didn't want that and he would check into this
matter........

I will attempt to make contact with him today and advise him you have
received the packaage...As for you making contact with anyone else, that
will not be necessary...I will send the appropriate paperwork in  where it
belongs....

PLEASE NOTE:  Most mail-order disputes eventually show that the parties are good folks experiencing extenuating circumstances.  But with the time windows prescribed for by vendors, auction houses and the FBI / IFCC, for complaints;  disputes that run longer than that should be reported and the petition processes begun;  And fair retractions done if/when a bad transaction is resolved.
